Do I need a Peppol access point in the UK?
In this article
Most UK businesses do not need a Peppol access point today, because e-invoicing stays voluntary until the mandate starts in April 2029, although suppliers to NHS Supply Chain already have to invoice through Peppol. When you do connect, you join through one accredited Peppol service provider, known as an access point, and in June 2026 the government announced that Peppol will be the core interoperability network for UK e-invoicing.
Everything below about the mandate comes from gov.uk, and everything about how Peppol works comes from OpenPeppol, the association that runs the network. Both were checked on 16 October 2026.
What is a Peppol access point?
Peppol is a network for exchanging structured business documents, plus the specifications that keep those documents readable at both ends. Our guide to what Peppol is covers the background. OpenPeppol is clear that Peppol itself is an enabler, with no portal of its own: as its guidance for end users puts it, any organisation sends and receives documents across the network through its chosen Peppol-accredited service provider. That provider is what people mean by an access point.
Peppol works on what OpenPeppol calls a four-corner model. Your supplier sends an invoice through their provider, it crosses the network to your provider, and your provider passes it to the software you use. OpenPeppol says buyers and sellers each need only one service provider, and each side is free to choose its own. Your supplier does not have to use the same provider as you.
Do I need a Peppol access point now?
For most private-sector businesses, no. The Budget 2025 document, published on 26 November 2025, says that from April 2029 businesses will be required to issue all VAT invoices as e-invoices. The government’s consultation response, published the same day, says the mandate will not take effect until 2029. Until then, gov.uk describes no requirement for private businesses to connect to Peppol, apart from the cases below.
The same consultation response records the cases where Peppol or e-invoicing is already expected:
NHS Supply Chain requires its suppliers to issue e-invoices through the Peppol network. If you sell to it, you already need a Peppol connection.
Public bodies covered by the Procurement Act 2023 must be able to accept e-invoices that comply with the BS EN 16931 standard. That obligation sits with the public body, so their suppliers can still choose how to invoice.
Beyond those, a large customer may ask you to invoice over Peppol as part of its own plans. That is a commercial request, and nothing obliges you to agree to it before 2029.
What has the government said about Peppol?
On 23 June 2026, the Tax update 2026 summary announced that Peppol will be the core interoperability network for e-invoicing in the UK. Gov.uk says the announcement gives software developers and taxpayers the direction of travel for the 2029 mandate, and that the government will keep talking to stakeholders about legacy systems that cannot interoperate with it.
Several things are still to be set. On the gov.uk pages we checked:
The consultation response says the UK will use a decentralised model, where invoices travel from the supplier’s software provider to the customer’s system. It also says the government will review adopting an existing standard against designing a UK-specific one.
The same response says real-time reporting of invoice data to HMRC will not be introduced alongside the mandate in 2029.
HMRC’s Transformation Roadmap update, first published on 2 July 2026, says HMRC and the Department for Business and Trade will publish an e-invoicing roadmap at Budget 2026 setting out the milestones to implementation in April 2029.
The Chancellor’s letter to the Treasury Committee of 31 July 2026 sets the Budget for 28 October 2026.
So the network is named and the start month is set. How businesses must connect to it, and to which rules, is the detail the roadmap is due to set out. Our guide to the UK e-invoicing mandate covers the timeline in full.
Who is the Peppol Authority in the UK?
OpenPeppol lists a Peppol Authority for each jurisdiction that has one. Its list of Peppol Authorities, checked on 16 October 2026, names NHS Supply Chain Coordination Ltd as the authority for England. The list has no separate entry for the United Kingdom as a whole, and OpenPeppol says it acts as the Peppol Authority itself wherever no national authority exists. The gov.uk pages we checked did not say who will supervise UK access points once the mandate applies.
How do you get a Peppol access point?
There are three common routes, and the right one depends on where your invoices need to end up:
Through your accounting software or ERP, where it offers a Peppol connection. The routes differ by system: see our guides for Business Central, Sage, Xero and NetSuite.
Through your AP platform, so Peppol invoices arrive in the same process that handles your PDFs, approvals and posting.
Directly with an accredited provider. OpenPeppol publishes a list of certified service providers with the country each one is based in.
Whichever route you take, your business gets a Peppol endpoint ID, which is the address suppliers send to. The Peppol Directory lets anyone search for a business by name, endpoint ID or country. OpenPeppol notes that providers are responsible for adding their customers to the Directory and that listing is optional, so a business can receive over Peppol without appearing in it.
What to ask a provider before you choose
Where do received invoices land: in the system your AP team already works in, or in a separate portal someone has to check?
Who registers your Peppol endpoint ID, and is it registered in your company’s name?
What happens to an invoice that fails validation, and does the supplier hear about it?
Can your team see Peppol invoices and PDFs in one queue, with the same approval rules?
How will the service follow the UK rules once the roadmap sets them?
Where Stratas fits
Stratas receives Peppol, UBL and XML invoices alongside the PDFs and scans your suppliers send today. Every format is validated, approved and posted to your ERP the same way. Supplier details, VAT, totals, order references and duplicates are checked on arrival, and anything that fails is held with the reason attached.
When we scope your setup, we walk through how the Peppol connection would work with your AP platform and ERP. For the dates that matter, see our UK e-invoicing mandate guide, and for how we handle e-invoices day to day, see e-invoicing with Stratas.
